What is a Digital Signature Certificate (DSC)?

A Digital Signature Certificate (DSC) is the electronic equivalent of a physical signature — a cryptographic credential issued by a licensed Certifying Authority (CA) in India. It authenticates your identity when you sign documents, forms, and filings on government portals. The signature is legally valid under the Information Technology Act, 2000.

Class 3 is the highest-security category currently issued. It is required for ITR filing by companies, LLPs, and audit cases; MCA/ROC e-forms; GST registrations and returns in specific cases; FEMA filings; e-tender submissions on GeM and government portals; and e-filing in High Courts and NCLT. The DSC is stored on a USB token (hardware key) that must be physically present each time you sign.

Who Needs a DSC?

  • Directors and authorised signatories of private limited companies and LLPs
  • Companies filing ITR-6 (mandatory DSC for all companies)
  • Businesses registering for GST or filing certain GST returns
  • Businesses applying for government tenders on GeM, CPPP, and state portals
  • Chartered Accountants filing audit reports and tax audit certificates
  • Businesses involved in FEMA filings or RBI reporting
  • Individuals and entities filing in NCLT, NCLAT, or e-courts
Common Problems

Issues Clients Face Before Reaching RLVC

Expired DSC at Deadline

DSC expiry is discovered only when trying to file a return or sign an MCA form — leaving companies scrambling days before the ROC or ITR deadline with no time to procure a fresh certificate.

📋

Wrong Certificate Type

Procuring a Class 2 DSC (now discontinued) or an encryption-only certificate instead of the signing certificate required for government portals — leading to portal rejections and delays.

🔍

Aadhaar OTP Failure

eKYC-based DSC issuance requires Aadhaar-linked mobile OTP. Mismatches between PAN and Aadhaar names, or an unlinked mobile number, stall the process at the verification stage.

📄

Token Driver Issues

DSC USB tokens require specific driver software to work. Without the correct driver for your operating system, the token is undetected and the portal cannot read the certificate.

🏠

Wrong Portal Configuration

Each government portal (MCA21, GSTN, GeM, TRACES) has specific browser and Java/emsign plugin requirements. An unconfigured DSC token will not work even if the certificate is valid.

💬

No Advance Warning on Expiry

Companies often have multiple directors with DSCs that expire at different times — creating compliance gaps when one signatory's certificate lapses without anyone noticing.

  • Aadhaar card (Aadhaar must be linked to a mobile number for OTP verification)
  • Passport-size photograph
  • Mobile number linked to Aadhaar (for eKYC)
  • For company directors: Certificate of Incorporation and board resolution authorising the signatory
  • Email address for certificate delivery and renewal reminders
  • Intended use (ITR / MCA / GST / GeM / FEMA — to determine certificate type and validity)

Use Cases

Where Your DSC Is Required

ITR Filing — Companies & Audits

GST Registration & Returns

Companies and specified taxpayers must use a DSC for GST registration, GSTR-9C (reconciliation statement), and certain refund applications on the GSTN portal.

🏠

Government Tenders (GeM / CPPP)

Bidding on GeM (Government e-Marketplace), CPPP (Central Public Procurement Portal), and state tender portals in Chandigarh, Punjab, and Haryana requires a valid Class 3 DSC.

📈

FEMA & RBI Filings

FEMA compliance filings — FC-GPR, FC-TRS, FCGPR for foreign investment — require authorised signatory DSC on the FIRMS portal.

Frequently Asked Questions

What is a Digital Signature Certificate (DSC) and who needs it?

A DSC is the electronic equivalent of a physical signature — a cryptographic credential issued by a licensed Certifying Authority. It is mandatory for: directors of companies filing ITR-6, ROC/MCA e-forms, and e-forms; GST registration and returns in certain cases; e-tender submissions on government portals (GeM, CPPP, NIC); FEMA filings; and audit reports filed by CAs. Individuals and HUFs generally do not need a DSC for ITR filing unless specifically required.

What is a Class 3 DSC and what can it be used for?

Class 3 is the highest-security category of DSC currently issued in India. It is valid for all legally required digital signatures: ITR filing for companies, LLPs, and audit cases; GST registration and return filing; MCA/ROC e-forms (DIR-3, SPICe+, ADT-1, MGT-7, etc.); e-tender portals (GeM, CPPP, state portals); FEMA/RBI filings; and court e-filing in High Courts and NCLT.

How long is a DSC valid and what happens when it expires?

DSCs are typically issued for 1 year or 2 years from the date of issue. Once expired, the certificate cannot be used for any digital filing — you need a fresh DSC. RLVC assists with timely DSC renewal before expiry so there is no break in your filing capability.

What documents are required to get a DSC?

For a Class 3 DSC, you typically need: PAN card, Aadhaar card (for Aadhaar-based eKYC verification), a passport-size photograph, and your Aadhaar-linked mobile number for OTP verification. For company directors, the incorporation certificate and board resolution may also be required. RLVC provides a precise checklist for your specific use case.

Can RLVC help with DSC for e-tenders and government portals?

Yes. RLVC assists with Class 3 DSC procurement for GeM, CPPP, and state government portals in Chandigarh, Punjab, and Haryana. We also advise on USB token compatibility and help configure your DSC for the specific portal you intend to use.
